Trong thư đề ngày 8 tháng 5, 2020, Thị Trưởng Tạ Đức Trí của thành phố Westminster đã gởi thư đến Thống Đốc Gavin Newsom của California, kêu gọi Thống Đốc hãy làm việc với ngành làm móng mà đa số nhân viên là người gốc Việt, để soạn thảo những quy định bảo vệ nhân viên cũng như khách hàng theo đúng tiêu chuẩn của tiểu bang mà không quá đáng so với những tiêu chuẩn mà ngành nail đang phải gánh chịu.

Thống Đốc Newsom đã gây phản ứng mạnh mẽ từ giới làm nail trong tuần qua, sau khi ông tiết lộ một tiệm nail (ở Bắc California) là nguồn lây nhiễm dịch coronavirus trong cộng đồng đầu tiên tại California.

Dear Governor Newsom,

I am Mayor of Westminster, home to Little Saigon, the largest Vietnamese-American community in the US. It is also home to large number of nail salons and beauty schools. It is estimated that over 80% of nail salon professionals are of Vietnamese descent. For many, this industry has been a means of starting a new life after being forced to leave the country of their birth.

Many of the workers in the nail salon industry were shocked on Thursday, when you suddenly, and without factual support, attributed the first case of COVID-19 community spread to a nail salon. These comments were inappropriate, because you appear to be using them as justification for singling out a particular race and ethnic group for different treatment.

You need to understand that you are singling out an industry that is already very highly regulated. Both salon owners and staff are already subject to state licensing, random unannounced inspections, and compliance with strict cleanliness requirements. Even before Covid-19 most nail salon workers were already wearing masks and gloves to ensure client safety. In fact, the industry had so many masks that during the crisis they have been able to donate a substantial number to health workers.

Nail salon owners agree with your call for a cautious and systematic re-opening, but they invite you to work with the industry to help them establish guidelines that meet your goals. The industry has already developed a number of additional measures to further protect workers and the public. These include: 1) mandatory use of face masks and gloves for both workers and customers; 2) increased cleansing/disinfection in salons; 3) installation of unique table shields and pedi-spa chair shields that almost completely separate workers and clients; 4) limiting the number of customers who can be served at one time; and 5) creating 6-foot separations between chairs to comply with social distancing requirements. The nail salon industry has set a excellent example for other businesses in developing unique procedures that will better protect both customers and workers.

I acknowledge your statements that the nail industry is "noble," is "one of the most entrepreneurial,” and is "an exit point out of poverty" for many. But given the substantial protections described above, which go far beyond what other businesses have implemented which have already been allowed to open, it is unclear why you are singling out this industry for different treatment.

I am hopeful that you will take these considerations into account, and will work with this industry to develop further measures that will improve the health and safety of workers and customers to your satisfaction.
