I must write this letter to you to implore you to research and seek to understand more about the Vietnam War because the things you mentioned in the article are not factual and it would be devastatingly dangerous ...

Dear Professor Edward Miller,

After reading your article Behind the Phoenix Program printed on the New York Times dated 12/29/2017, I must write this letter to you to implore you to research and seek to understand more about the Vietnam War because the things you mentioned in the article are not factual and it would be devastatingly dangerous if you keep on spreading and popularizing them on the media as well as using  them in teaching the history of Vietnam in this ancient and famous University of Dartmouth.

Writing about the Phoenix Program without explaining what the program was and what was its purpose, to provide the readers with a general idea about a colossal strategic effort  lasting a decade and costing billions of US dollars, is a regrettable omission.

I should think that the majority of readers including the young American students of Vietnamese descent, or readers who are of your age group, would know what the Phoenix Program was if they are confronted with the question out of the blue.

By a simple comparison, this regrettable omission is as important as the failure to tell the students where this country of Vietnam is, and under what condition,  when you presented them with the Phoenix Program.

To accompany the article you presented a photo in which a Nationalist Vietnamese Officer was standing chatting with a peasant and his family in Kien Hoa. Under the picture you added the caption ‘A Vietnamese Army officer interrogating a peasant, flanked by his wife and daughter, in Kien Hoa Province in October 1966’. (A Vietnamese would understand this to mean the officer is interrogating a peasant  and his family by his side as if protecting him).



For a person whose English is not his native tongue, like me, I have a serious concern and I must wonder if the use of the term ‘interrogating’ in the caption is appropriate or correct. The principal meaning of this term is to question for the purpose of investigating a serious matter. I wonder what your motive is when using such a term?

The caption did not describe faithfully the scene in the photo where the peasant appeared rather cheerful, and his wife and children also did not show any fear. The officer had his hand on his chest but at a glance it appears as if he was holding a wooden stick pointing at the wife. 

Even more serious than the failure to ‘introduce’ the Phoenix Program and only criticize it, is the misrepresentation of a photograph which was showing only a common place friendly interaction between Southern Vietnamese military personnel and the people. This shows up your subjectivity and prejudice against the program.

You noted: "The Phoenix program would become one of the most controversial aspects of America’s war in Vietnam. Sponsored by the C.I.A., Phoenix used paramilitary teams to target undercover Communist operatives in villages throughout South Vietnam. Witnesses claimed that members of the program’s teams and their American advisers routinely carried out torture, murders and assassinations, accusations that American officials denied."

Did you hear this from the Viet Cong? And you believed them, and even ventured a prediction that, “The Phoenix program would become one of the most controversial aspects of America’s war in Vietnam…”

This year -2018- the 45th year after the American army boarded their planes to run away from the Vietnam battle field (with the support of the South Vietnamese Army who protected their retreat route), and the 43rd year of the defeat of the heroic South Vietnamese soildiers because after getting away the US cut off all military aid resulting in South Vietnam’s painful defeat amid a blood bath, and hundreds of thousands of officers and government workers were detained by the Viet Cong indefinitely, and yet up to now no one has discussed or debated about the Phoenix Program.

You wrote about the recent history without bothering to attempt to verify, or to provide proof. For example, you affirmed that ‘witnesses claimed that…’ without clarify who these witnesses are. Did they tell you directly or through someone else? Yet the words " … members of the program’s teams and their American advisers routinely carried out torture, murders and assassinations, ...", forming a blunt accusation of the Vietnamese soldiers and their American advisors, are repeatedly used by you, making it appears as if this is the honest truth.

I and I’m sure millions of Vietnamese present in the US will affirm with you that this is a product of the Viet Cong propaganda machine.

You did not bother to verify and to put questions towards these horrid accusations of killing and assasinations, by the ‘nameless witnesses’; may be because you agree with ‘them’ in accusing South Vietnamese and American soldiers of torture, murders and assassinations.

Do you know any American professor of Vietnamese descent? Why don’t you ask that person to verify, before irresponsibly accusing several hundreds of thousands of Vietnamese and American soldiers?

Perhaps you have heard ‘them’ saying these things during your visit to Vietnam in 2013, and on a sight-seeing trip by boat on the Tien Giang area in Kien Hoa province?

I’m sure you are familiar with the saying, ‘a doctor’s mistake while performing his duty kills a person; a politician’s mistake while in power kills a nation; a cultural thinker’s mistake while promoting his idea kills a generation.’

This saying has come true in the death of 7,222 American soldiers in Iraq and Afghanistan in recent years and it is proving to be true still in the shooting by the American, English, French of Arab descents causing the death of the very American, English, and French citizens who provided shelter and protected them.

The purpose of the Phoenix Program is to deal with such problem cause by mingling – the program’s aim is to separate Viet Cong guerrillas from the villagers of Southern Vietnam to prevent them from hiding among the people of South Vietnam, while they leisurely enjoy the rice produced by South Vietnamese farmers, waiting to destroy the South, and to kill off the Southern people.

I hope that you will agree with me that America’s challenge is how to seek out the 200 fanatic Muslims hiding among 3.3 million honest Muslims living on American soil. The difficulty faced by us  South Vietnamese  was much bigger than this because during Washington’s withdrawal and cutting off all aid, the Viet Cong were provide with generous assistance from Russia and Communist China. Furthermore, Washington even forbid us to use our air force to attack Chinese warships when they fought to occupy the Paracel Islands.

 

AT THIS HOUR, WESTMORELAND, WEYAND, and the commanding officers of the Vietnam battle fields were all deceased in dishonorable defeat; until the day they closed their eyes in shame, the American intelligentsia have not discovered the reason why nearly half a million American soldiers reinforcing South Vietnamese army were defeated under the hands of 30,000 Viet Cong guerrilla troop in the three years engaging in battle (1965-1968).

Also at this hour, a host of new American commanding officers are also suffering from getting stuck with the Middle Eastern bone, not able to resolve the issues of guerrilla warfare. Half a century has passed yet the intellectuals of America have not realized what is the true face of guerrilla warfare, in order to establish an effective military tactical theory against it.

It is not the same as traditional wars, guerrilla warfares bring about many other factors such as politics, the populace, the media… into the fight, therefore it is out of the hands of the traditional soldiers who only know to solve the problems of war by force alone.

You are of the new generation, the generation of children and grandchildren of the Amercican soldiers who ran off from the Vietnamese battle fields, in whom people without talents, the losers in the Vietnam war like me, are putting their hope on, to look for new strategic ideas, to resolve the deadlock in my country, and in the world affairs.

Please do some research, explore new roads to salvation; what you are doing – siding with the Viet Cong to abuse the uninterred corps of South Vietnam- is not opening up any new road.

While this most important research has not been initiated, I implore you to stop teaching about the Vietnam war in Dartmouth, in order not to continue the role of being a mouthpiece for propaganda and to distort history, poisoning a generation of young students, making them confused in their search to understand historical events involving the first defeat in America’s military history, in their effort to find a new tactical theory to resolve the disputes threatening America’s safety and world peace.

This is my review of your article Behind the Phoenix Program, published on 12/29/17 in The New York Times; I tried to keep the word mild, but I know you would not happy. As a professor of history teaching  Vietnam history, you probably knows the proverb telling  'sự thật mất lòng'. Knowing what I write will make you sad (mất lòng), but I still have to tell the truth (sự thật).

Sau khi đọc bài báo ông viết  Behind the Phoenix Program  (Đằng Sau Chiến Dịch Phụng Hoàng) đăng trên tờ The New York Time ngày  12/29/2017, tôi phải viết lá thư này gửi ông, để xin ông tìm hiểu kỹ hơn về chiến tranh Việt Nam, vì những điều ông viết trong bài báo đều trái với sự thật và vô cùng tai hại nếu ông tiếp tục đem phổ biến trên báo chí, và giảng dạy trong chương trình lịch sử Việt Nam của trường đại học cổ kính và danh tiếng  Dartmouth College -chương trình do chính ông phụ trách.

Viết về chiến dịch Phụng Hoàng, mà ông không nói rõ chiến dịch đó là gì, mục đích để làm gì, ...  hầu giúp độc giả người Mỹ có một ý niệm khái quát về nỗ lực chiến lược lớn lao, kéo dài suốt một thập niên, trị giá hàng chục tỉ mỹ kim đó, thìquả là một thiếu sót đáng tiếc.

Tôi nghĩ tuyệt đại đa số độc giả kể cả những độc giả gốc Việt, còn trong tuổi sinh viên, hoặc còn trẻ như ông, đều  không biết Phoenix Program là chương trình gì, nếu bị hỏi đột ngột.

Ví von mà nói, thì thiếu sót  này cũng quan trọng như việc ông không cho sinh viên biết Việt Nam nằm ở đâu, và đang trong hoàn cảnh như thế nào, khi ông trình bầy với họ về chiến dịch Phụng Hoàng.

Trong bài viết, ông đăng một tấm ảnh chụp cảnh một sĩ quan VNCH đứng nói chuyện với một gia đình nông dân tại Kiến Hòa, dưới bức ảnh ông chú thích A Vietnamese Army officer interrogating a peasant, flanked by his wife and daughter, in Kien Hoa Province in October 1966, (một sĩ quan Việt Nam  đang cật vấn một nông dân, bà vợ và cô con gái đứng quanh, như để che chở  ông ta).

Đối với một người mà Anh ngữ không phải là tiếng mẹ đẻ như tôi, tôi rất ngại ngừng khi phải hỏi ông chữ interrogating  ông chú thích dưới tấm hình đó có đúng không? Chữ này có nghĩa là chính thức cật vấn theo phương pháp điều tra. Ông có dụng ý gì khi dùng chữ không chính xác như vậy?

Câu chú thích không mô tả trung thực bức ảnh người nông dân cười vui vẻ, vợ con ông ta cũng không có nét sợ sệt, viên sĩ quan đặt tay trước ngực, nhưng trông thoáng qua, người vô tình có thể thấy như ông đang cầm một khúc cây  chỉ vào mặt người vợ.

Tôi muốn nghĩ là ông chỉ vô tình, nhưng bài báo ông viết chứng tỏ ông có thành kiến đối với chiến tranh Việt Nam -cuộc chiến đã bị giới trí thức Mỹ gồm nhiều ký giả, nhiều nhà bình luận trong  thời đó xuyên tạc.

Giờ này -nửa thế kỷ sau họ- ông tiếp tục việc họ làm!

Trầm trọng hơn việc không 'giới thiệu' mà chỉ chỉ trích chiến dịch Phụng Hoàng, là việc xuyên tạc một bức ảnh sinh hoạt bình thường và thân thiện giữa quân, dân Nam Việt, tố cáo góc nhìn chủ quan và sai lệch của ông về chiến dịch đó.

Ông nhận xét: "The Phoenix program would become one of the most controversial aspects of America’s war in Vietnam. Dịch là: sau này, chiến dịch  Phoenix sẽ trở thành một trong những khía cạnh gây nhiều tranh cãi nhất trong cuộc chiến tranh của Mỹ ở Việt Nam. Được tài trợ bởi C.I.A., Phoenix đã sử dụng các đội bán quân sự để nhắm tấn công các tổ chức Cộng sản bí mật ở các làng mạc trên khắp miền Nam Việt Nam. Các nhân chứng tuyên bố rằng  thành viên của các nhóm trong chương trình và các cố vấn Mỹ thường xuyên thực hiện tra tấn, giết người và ám sát, cáo buộc mà các quan chức Mỹ phủ nhận.

Ông nghe Việt Cộng nói như vậy à? Rồi ông tin như vậy và phỏng đoán, "sau này, chiến dịch  Phoenix sẽ trở thành một trong những khía cạnh gây nhiều tranh cãi nhất trong cuộc chiến tranh của Mỹ ở Việt Nam...".

Năm nay -2018- năm thứ 45 tính từ ngày quân đội Mỹ lên máy bay tháo chạy ra khỏi chiến trường Việt Nam (với sự yểm trợ của quân lực VNCH, bảo vệ đường rút lui cho họ), và năm thứ 43 quân đội anh hùng của Nam Việt thất trận, vì, sau khi tháo chạy, Hoa Kỳ cúp tiếp vận, Nam Việt thất thủ vô cùng đau thương với cuộc tắm máu trắng -hàng trăm ngàn sĩ quan, công chức, bị Việt Cộng giam giữ vô thời hạn, mà vẫn chưa thấy ai tranh cãi về chiến dịch Phụng Hoàng.

Ông viết về những sự kiện cận sử, mà không buồn kiểm chứng, không buồn dẫn chứng; một thí dụ: ông khẳng định 'Các nhân chứng tuyên bố rằng ...' mà không nói rõ nhân chứng đó là những ai?  Họ nói với ông hay với ai? Mặc dù câu"Các nhân chứng tuyên bố rằng các thành viên của các nhóm trong chương trình và các cố vấn Mỹ thường xuyên thực hiện tra tấn, giết người và ám sát, ...", trắng trợn là lời kết tội sát nhân cho những quân nhân Việt Nam và những người Mỹ 'cố vấn' của họ được ông máy móc lập lại như chuyện có thật.

Tôi và chắc chắn hàng triệu người Việt Nam nữa, đang có mặt tại Hoa Kỳ xác nhận với ông đó chỉ là một sản phẩm tuyên truyền của Việt Cộng.

Không kiểm chứng, ông cũng không buồn đặt lời cáo buộc độc ác và dối trá của những 'nhân chứng vô danh' về tra tấn, giết người và ám sát, dưới hình thức nghi vấn; có thể ông đồng ý với 'họ',  buộc tội quân nhân VNCH, quân nhân Mỹtra tấn, giết người và ám sát.

Ông có quen một giáo sự người gốc Việt nào không? Sao ông không hỏi người đó để kiểm chứng, trước khi vô trách nhiệm  lên án sát nhân cho vài trăm ngàn quân nhân Việt-Mỹ?

Có thể ông mới nghe họ nói trong chuyến ông sang thăm Việt Nam năm 2013, mướn đò dọc đi thưởng ngoạn cảnh sông nước Tiền Giang tại tỉnh Kiến hòa.

Tôi nghĩ giáo sư cũng biết câu châm ngôn, 'một bác sĩ sai lầm trong lúc hành nghề, giết một người; một chính khách sai lầm trong lúc cầm quyền, giết một dân tộc, một nhà làm văn hóa lầm trong lúc quảng bá tư tưởng của mình, giết một thế hệ.'

Câu đó đãứng nghiệm vào việc7,222 quân nhân Mỹ tử trận, tại Iraq và A Phú Hãn trong những năm gần  đây, và hiện đangứng nghiệm vào những cuộc bắn giết donhững công dân Mỹ, công dân Anh, công dân  Pháp gốc Ả Rập  bất ngờ nổi lên bắn giết người Mỹ, người Anh, người Pháp chứa chấp, bảo vệ họ.

Thưa Giáo Sư,

Mục đích của chiến dịch Phụng Hoàng là để đối phó với tình trạng trà trộn như vậy đó -mục đích của chiến dịch nhằm tách những cán bộ du kích Việt Cộng ra khỏi thôn xóm Nam Việt, không cho chúng yên ổn trốn trong rừng người Nam Việt, nhàn hạ xúc gạo trong khạp gạo của người nông dân Nam Việt để nuôi miệng, rồi phá hoại Miền Nam, giết người Miền Nam.

Hy vọng giáo sư cũng đồng ý với tôi về cái khó của Hoa Kỳ phải tìm cho ra 200 tên cuồng tín Hồi Giáo, lẩn trốn giữa rừng người 3.3 triệu tín đồ Hồi Giáo đang sống lương thiện trên lãnh thổ Hoa Kỳ. Cái khó của Nam Việt chúng tôi lớn hơn rất nhiều, vì Việt Cộng được Trung Cộng và Nga tiếp tế thừa thãi, trong lúc Hoa Thịnh Đốn rút quân, cúp tiếp tế, rồi còn bắt tay với Trung Cộng, ngăn cấm không cho chúng tôi dùng không quân tấn công những chiến hạm Trung Cộng đánh chiếm Hoàng Sa.

 

GIỜ NÀY, WESTMORELAND, WEYAND, và những tướng lãnh chỉ huy chiến trường Việt Nam đều đã qua đời trong nhục nhã thất trận; cho đến ngày họ nuốt hận, nhắm mắt, giới trí thức Mỹ vẫn chưa tìm ra nguyên nhân khiến nửa triệu quân Mỹ tiếp chiến cho 1 triệu quân VNCH mà vẫn  không thắng được 30,000 quân du kích Việt Cộng trong suốt 3 năm trời (1965-1968).

Cũng giờ này, một dàn tướng lãnh mới của Hoa Kỳ đang mắc nghẹn với cục gân gà Trung Đông, không giải quyết được chiến tranh du kích. Nửa thế kỷ đã trôi qua mà giới trí thức Hoa Kỳ, vẫn chưa nhận định được chân tướng của du kích chiến, để viết ra một binh thuyết hữu hiệu chống du kích.

Không phải là chiến tranh thuần túy, du kích chiến đem nhiều yếu tố khác -như chính trị, dân chúng, truyền thông, ... - vào chiến trường nên du kích chiến vượt khỏi tầm tay của những quân nhân thuần túy, chỉ biết giải quyết chiến tranh bằng sức mạnh.

Giáo sư là thế hệ mới, thế hệ con, cháu của thế hệ quân nhân Mỹ tháo chạy ra khỏi chiến trường Việt Nam, mà những kẻ bất tài, bại trận tại Việt Nam, như tôi, đang đặt nhiều hy vọng vào óc sáng tạo của quý vị, tìm ra những tư tưởng chiến lược mới, giải quyết bế tắc của quê hương tôi, và tình hình thế giới.

Xin giáo sư nghiên cứu,  khai phá một sinh lộ mới; việc giáo sư đang làm -hùa theo Việt Cộng nói xấu cái xác chưa chôn của Nam Việt- không mở ra một sinh lộ nào cả.

Trong lúc chưa thực hiện được cuộc nghiên cứu tối cần đó, tôi xin giáo sư tạm ngưng, không giảng dạy về chiến tranh Việt Nam tại Darmouth nữa, để thôi, không tiếp tục vai trò cái loa chuyển tiếp và khuyếch đại luận điệu tuyên truyền bóp méo lịch sử, đầu độc thế hệ sinh viên trẻ, làm họ rối trí trong cố gắng tìm hiểu những diễn biến chính xác về cuộc thất trận đầu tiên trong lịch sử Hoa Kỳ, hầu nghiên cứu một chiến thuyết mới giải quyết những tranh chấp đang đe dọa sự an toàn của Hoa Kỳ và thế giới
